Abstract:

The Islamic Republic of Iran, as an irreplaceable model of government in the present age, due to the difference between its ontological and epistemological foundations, should adopt an efficient and indigenous model in the policy-making path.

Given the Islamic nature of government, the best and most accurate source for extracting such a model is the Holy Quran.

To achieve the Qur’anic model of policy-making, the path to social cohesion, which has been one of the most important and frequent topics studied by social scientists and researchers for a long time, during the twenty-three years of the revelation of the Qur’an using thematic analysis and discount interpretation approach has been analyzed.

It seems that the policy model of the social cohesion policy of the Holy Quran includes two currents and general processes: the process of discourse construction and the establishment of discourse and the flow of group management and individuals.

The four basic steps of the first stream include explaining policies, communicating policies, expanding and enforcing policies, and pathology and correction.

Normalizing and explaining the values ​​and basic dimensions of the new discourse, identifying and rejecting the insights and inappropriate behaviors and signs of the dominant discourse, setting the course of action on important social issues and the general public are among the most important themes organizing this process.

The four basic steps identified during the management of groups are: preparing and equipping the executives, maximum endurance and absorption, steadfastness and decisive approach, and regulating the Imam-Ummah relations and dealing with the hypocrites.

These two streams are managed in contexts such as identifying perils, hostility and paying attention to divine traditions, using effective methods such as motivation, gradual adjustment, maximum absorption, communication, reminder, and continuity. Forward.
