The first generation of human rights, known as negative rights, ultimately served the affluent class because the poor could not effectively enjoy them. An individual preoccupied with securing a livelihood for their children lacks the time for political engagement. Regarding freedom of expression, how can a person with no resources compete with powerful media empires? This disparity fundamentally challenges the notion of true equality in the enjoyment of these foundational rights.
